What is the “Accelerate Successful Exploitation of Intellectual Property” (Science and Technology Commons)?
Outline of Project
This project aims at facilitating patent utilization and stimulating research activities in a research environment free of patent restrictions, by opening up access to the patents in the research stage*2, held by universities, etc*1 and companies, based on the progress of open innovation in R & D.
In the “Accelerate Successful Exploitation of IP” (Science and Technology Commons), we will make a system where the user can search/browse the patents freely on the WEB, by making a database of the patents provided from universities throughout Japan (patent providers should refer to the following link) and combining this with the patents which JST holds (all patent applications are filed in Japan) and making it available on the WEB. As for the patents available on the WEB site, private companies can also freely use them in the research stage. *2 (User Registration is necessary. However, not necessary for just searching/browsing the patents on the WEB site. ) In the case where R & D utilizing these patents should further advance into a practical usage stage, a license agreement with the patent holder (university, etc or JST) will become necessary.
In order to accelerate the utilization of patents registered in the “Accelerate Successful Exploitation of IP” or J-STORE, JST will provide a patent map which classifies the patents into various technical areas. With this map, the user will be able to confirm the patent held by universities, etc, from a bird’s eye view. This will be helpful in the practical usage stage by private companies, or as a source of reference for co-research with university researchers. The patent map can be viewed freely by anyone on the WEB site.
Furthermore, regarding the patents registered in the “Accelerate Successful Exploitation of IP” or J-STORE, JST will provide funds to researchers, who wish to enhance the patent, secure the peripheral technology, add additional data or make a prototype. (See Providing funds for research and testing) JST will also provide funds to investigate the matter of technology transfer to the proposer of the university’s intellectual property division, etc.
