発明の概要(英語) This invention provides a fluorine insolubilizing agent, which can reduce the amount of fluorine eluted, for example, from a fluorine-containing gypsum or a soil contaminated with fluorine to not more than 0.8 mg/L as a rough indication, which is a soil environment standard, through a simple work in a more cost-effective and efficient manner, and a gypsum with the elution amount of fluorine contained therein being reduced using the fluorine insolubilizing agent and a method for treating a soil contaminated with fluorine using the fluorine insolubilizing agent. Calcium hydrogen phosphate dihydrate, which has been activated in water of 40 deg.C or above at a water/calcium hydrogen phosphate dihydrate mass ratio of not less than 25 for 0.5 min or longer, is used as the fluorine insolubilizing agent.
