発明の概要(英語) An input image observation model for outputting on observation image g(x, y) obtained by adding noise n(x, y) to the output of a degradation model of a blur function H(x, y) which receives a true image f(x, y) and outputs a degraded image is constituted.
A preprocessing unit (20) has an inverse filter for receiving an input video signal and extracting true image information by retro-optimizing the blur function H(x, y) so that the input video signal agrees with the observation image with minimum approximation.
The preprocessing unit (20) eliminates the noise contained in the input video signal by means of the inverse filter.
Corresponding point estimation of the input video signal subjected to the noise elimination by the preprocessing unit (20) is carried out according to the fluency theory.
The motion information about the image is transformed into a function and expressed by the function.
A compression coding unit (30) selects a signal space for the input video signal and transforms the image information for each selected signal space into a function so as to express the image information by the function, describes the motion information about the image expressed by the function and the image information expressed by the function for each signal space in a predetermined form, and subjects the input video signal to compression coding.
A frame rate increasing unit (40) increases the frame rate of the video signal subjected to the compression coding.
