The present invention addresses the problem of providing a photostimulable phosphor for obtaining a two-dimensional and three-dimensional dosimeter, the photostimulable phosphor exerting excellent handleability, exhibiting excellent bioequivalence, and having excellent accuracy. The present invention also addresses the problem of providing a laminate using the aforementioned photostimulable phosphor. The aforementioned problem is resolved by means of a method for producing a photostimulable phosphor, said method involving a step (A) for combining lithium tetraborate, boron oxide and silver oxide, and a step (B) for obtaining a photostimulable phosphor containing lithium heptaborate as the parent and silver as the luminescence center in said parent by firing the aforementioned mixture at 820 to 860 DEG C, wherein the molar ratio of lithium tetraborate and boron oxide in step (A) is X:1 (X>1), and the amount of silver oxide is 0.06 to 1.0 mass% relative to the total mass of lithium tetraborate and boron oxide.
