Provided is a device capable of efficiently introducing an injection substance, wherein when processing that which is to be processed, such as a cell, a processing part is not damaged by heat and is capable of processing locally, and recombination and regeneration after processing is easy. Further provided is a device for producing bubbles containing plasma. It is possible to locally process that which is to be processed without causing damage, by using a local ablation device which uses: a core formed of a conductive material

an outer part for covering the core, formed of an insulating material, and including a section extending from the tip of the core

and a bubble-spraying member including a space formed between the extending section of the outer part and the tip of the core. In addition, by further providing an outside-outer part on the outer circumference of the outer part, it is possible to emit bubbles to which a solution containing an injection substance is adhered, and introduce the injection substance while performing local ablation on that which is to be processed. Furthermore, it is possible to produce bubbles containing plasma, and maintain a plasma state even in a liquid, making it possible to heal the tissue of an organism using plasma, by: including a pair of electrodes for producing plasma in an inert gas and formed of a conductive material, a fluid channel for conveying a fluid, and a micro-channel for conveying an inert gas, an inert gas containing plasma, and a fluid containing bubbles of the inert gas containing plasma

and connecting the fluid channel and the micro-channel on the downstream-side of the section where the micro-channel plasma is produced.
