Abstract Disclosed are: an enhancer which can induce osteoblast-specific expression; and use of the enhancer. Specifically disclosed is a fragment having a function of an enhancer in Runx2 gene and having a length of about 1.3 kb, particularly 0.34 kb, specifically an enhancer depicted in SEQ ID NO: 1, 3, 4 or 5. The enhancer can activate the transcription of an osteoblast-specific gene when bound to a promoter.
