Abstract Provided is a composite membrane that can be used as an electrolyte membrane in a fuel cell and is obtained from: a resin material that contains at least a polybenzimidazole; and a composite obtained by mechanically milling hydrogen sulfate and a heteropoly acid. The provided composite membrane has a non-fluorine-containing aromatic hydrocarbon basic skeleton but is efficient even with a low doping ratio, and can thus be used as an electrolyte membrane in a medium-temperature non-humidified fuel cell. The composite membrane is doped with phosphoric acid. The output current density/output voltage characteristics of an electrolyte membrane fabricated from the fabricated composite membrane (sample 4) are good in comparison to sample 8, which has an equivalent amount of phosphoric acid dopant.
