semiconductor switch groups which comprise two semiconductor switches connected in a series
bridge cells (11u-j, 11v-j, and 11w-j) which comprise a DC capacitor (C) and two semiconductor switch groups connected in parallel to the DC capacitor (C)
delta connection units (10) in which one or a plurality of the directly connected bridge cells (11u-j, 11v-j, and 11w-j) are delta connected
and a universal controller (1) for controlling the circulating current flowing in the delta connection unit so that the average values of each DC capacitor phase obtained by averaging the voltage value of the DC capacitor (C) in each phase follow a DC capacitor 3-phase average value obtained by averaging the voltage values of the DC capacitor (C) in all three phases.
