Disclosed is a quantum computer that stabilizes the values of quantum bits that are employed thereby, increases the number of quantum bits per element to 100 or more, ensures the stability of the quantum state and the controllability of the quantum state in quantum bit calculations, and allows further large-scale integration of quantum bits. A plurality of holes (4), on a quantum bit substrate (1), which comprises a copper oxide superconductor thin film (3), are doped, and a magnetic field is impressed on the quantum bit substrate (1). Spin vortices (6), centered on each hole (4) formed on the copper oxide superconductor thin film (3), are generated. In a state wherein either a clockwise loop current (5) or a counterclockwise loop current (5) is generated corresponding to each spin vortex (6) at the location of each hole (4), an electromagnetic wave (19), including quantum computing data, is projected on the quantum bit substrate (1), and a quantum computation is carried out.
