[Solution] A first step for forming core-shell particles having a coating layer comprising amorphous silica on the surface of core particles containing calcium

a second step for making the coating layer of the core-shell particles into a shell constructed mainly of calcium silicate, by hydrothermal treatment

and a third step for removing the core particle part of the core-shell particles while leaving the shell part of the core-shell particles
