[Problem] To provide a method for treating an organic chlorine compound, as well as a catalyst used in the method of treatment, whereby the organic chlorine compound can be efficiently degraded and treated without the need for a large-scale treatment device nor for major operating costs. [Solution] An organic chlorine compound is heated to 50-400 DEG C in the presence of a metal oxide doped with at least one element selected from the group consisting of manganese, iron, cobalt, nickel, and copper, to carry out a hydrothermal oxidation reaction. The hydrothermal reaction is carried out under irradiation with light of a wavelength of at least 300 nm.
