SOLUTION: The railroad vehicle vibration-isolating device controls the damping force of damping elements (a shaft damper 31, a right-to-left movable damper 17, an air spring 15, etc.) by a ride quality priority mode controller A1 focusing on the enhancement of the ride quality of a vehicle 1. When an earthquake is detected by an earthquake detection means 45, the controller is changed to an earthquake-mode controller A2 focusing on derailment prevention by a controller changing means 41, and the damping force of the damping elements is controlled according to the earthquake-mode controller A2. Thus, in a normal state, excellent ride quality can be obtained, and in an earthquake, the vibration of a vehicle body 10 (in particular, right-to-left vibration, vertical vibration and/or rolling vibration around 1 [Hz]) of the vehicle body can be reduced, and the possibility leading to derailment or the like of the vehicle can be reduced.
