PROBLEM TO BE SOLVED: To solve the following problems: in measuring the time of collision/arrival of a moving body, it is costly to use a speed meter and information obtained from a three-dimensional distance sensor, and complicated analysis is required in extracting features of the moving body from information of an image captured by a camera, or it is difficult to extract features of the moving body at night.
SOLUTION: A measurement method is provided for measuring the time of collision/arrival of a moving body having a light source, at night, on the basis of the change in brightness (luminance) optically measured by a camera or the like. The method can be achieved by an extremely simple device and simple calculation. A compact and low-cost device can be provided, and it can be carried by a pedestrian, or available on various moving bodies, such as a vehicle, a motorcycle, and a bicycle.
