PROBLEM TO BE SOLVED: To provide radio communication system and method that can suppress reduction of a system throughput when plural radio systems coexist.
SOLUTION: A radio communication system contains a base station device and a centralized control station. The base station device has a reception signal level detector for detecting the reception signal level of a reception signal, an information signal input/output unit for transmitting the reception signal level to a centralized control station and receiving from the centralized control station a control coefficient for controlling a reference value as a reference for determining whether data transmission of the base station itself is not performed, and the value of transmission power, a controller for newly setting the set reference value and the value of the transmission power by using the received control coefficient, a transmission signal generator for generating a transmission signal to a communication partner when the reception signal level is less than the reference value, and a signal transmitter for transmitting the generated transmission signal to the communication partner. The centralized control station has a control coefficient calculator for calculating the control coefficient on the basis of the reception signal level transmitted from the base station device, and an information signal input/output unit for transmitting the calculated control coefficient to the base station device.
