PROBLEM TO BE SOLVED: To provide an orientating element device and an orientating element manufacturing method with which it is easy to manufacture an orientating element efficiently and it is possible to manufacture a large-sized sheet-like orientating element.
SOLUTION: A magnetic field generation unit 14 having a plurality of magnets arranged along a material arrangement region 12 applies a magnetic field of prescribed pattern to the material arrangement region 12, in which the direction of a magnetic flux line is different in accordance with the position in a reference direction parallel to a virtual straight line 18 included in the material arrangement region 12. A magnetic field drive unit 16 changes the magnetic field applied to a material arranged in the material arrangement region 12 so that the magnetic field of prescribed pattern does not move or swing in the reference direction. For example, at least some of the magnets of the magnetic field generation unit 14 that applies a steady magnetic field is reciprocally moved in the reference direction relative to the material arrangement region 12. Or, electricity conduction of an electromagnet or a superconducting magnet of the magnetic field generation unit 14 is controlled and the magnetic field applied to the material arrangement region 12 is changed with the passage of time.
